Sesat Pikir Tarif Jalan Tol


Pemerintah mulai 1 November 2015 kembali menaikkan tariff jalan toll di berbagai ruas. Untuk menarik pengusahaan jalan  tol, pemerintah menjamin kenakan tarif setiap dua tahun. Namun, sayangnya pemerintah gegabah dengan hanya memperhitungkan kenaikan ongkos operasional. Bukankah yang harus diperhitungkan juga adalah sisi pendapatan pengusaha jalan toll?

Pengusaha tertarik membangun dan mengoperasikan jalan toll karena iming-iming laba. Salah satu metode untuk menghitung kelayakan proyek adalah NPV. Jika NPV lebih besar dari nol, proyek menjadi layak atau feasible.

Dalam perhitungan NPV, dibuatlah asumsi jumlah kendaraan yang masuk jalan toll dan tarifnya untuk setiap jenis kendaraan.

Seharusnya, pemerintah membandingkan antara asumsi jumlah kendaraan yang masuk jalan toll sebagaimana tertera dalam feasibility study dengan kenyataan. Lazimnya, asumsi jumlah kendaraan yang masuk jalan toll lebih rendah dari kenyataan. Salah satu indikasinya adalah kemacetan yang kerap terjadi di jalan toll.

Tengok saja senarai di bawah yang menunjukkan cukup banyak ruas toll gemuk yang turut menikmati kenaikan tariff. Apalagi mengingat ruas-ruas jalan toll iu sudah berusia lama sekali, yang seharusnya juga menjadi bahan pertimbangan.

Hujah bahwa jalan toll gemuk harus “mensubsidi” jalan toll “kurus” tidak sepenuhnya bias diterima, karena setiap ruas toll punya feasibility masing-masing. Sangat patut diduga, feasibility study itu tidak memasukkan faktor cross subsidy.

Berikut adalah senarai ruas toll yang menikmati kenaikan harga:

1. Jakarta-Bogor-Ciawi toll road from Rp 8,000 to Rp 8,500

2. Tangerang toll road from Rp 5,000 to Rp 5,500

3. Jakarta inner toll road from Rp 8,000 to Rp 9,000

4. Jakarta outer toll road from Rp 8,000 to Rp 8,500

5. Padalarang-Cileunyi toll road from Rp 8,000 to Rp 8,500

6. Semarang ABC section toll road from Rp 2,000 to Rp 2,500

7. Surabaya-Gempol toll road from Rp 4,000 to Rp 4,500

8. Palimanan-Plumbon-Kanci toll road from Rp 5,000 to Rp 5,500

9. Cipularang toll road from Rp 34,000 to Rp 37,500

10. Belawan-Medan-Tanjung Morawa toll road from Rp 6,000 to Rp 7,000

11. Serpong-Pondok Aren toll road from Rp 5,000 to Rp 6,000

12. Ujung Pandang 1 and 2 toll roads from Rp 3,000 to Rp 3,500

13. Pondok Aren-Ulujami toll road from Rp 2,500 to Rp 3,000

14. Bali Mandara toll road from Rp 10,000 to Rp 11,000

15. Tangerang-Merak toll road from Rp 36,000 to Rp 41,500

Faisal Basri is currently senior lecturer at the Faculty of Economics, University of Indonesia and Chief of Advisory Board of Indonesia Research & Strategic Analysis (IRSA). His area of expertise and discipline covers Economics, Political Economy, and Economic Development. His prior engagement includes Economic Adviser to the President of Republic of Indonesia on economic affairs (2000); Head of the Department of Economics and Development Studies, Faculty of Economics at the University of Indonesia (1995-98); and Director of Institute for Economic and Social Research at the Faculty of Economics at the University of Indonesia (1993-1995), the Commissioner of the Supervisory Commission for Business Competition (2000-2006); Rector, Perbanas Business School (1999-2003). He was the founder of the National Mandate Party where he was served in the Party as the first Secretary General and then the Deputy Chairman responsible for research and development. He quit the Party in January 2001. He has actively been involved in several NGOs, among others is The Indonesian Movement. Faisal Basri was educated at the Faculty of Economics of the University of Indonesia where he received his BA in 1985 and graduated with an MA in economics from Vanderbilt University, USA, in 1988.

    Mohon maaf pak Faisal Basri, saya kurang paham. Bukankah melihat sisi pendapatan pengusaha juga dari biaya operasional?
    Jadi, apakah kebijakan ini sudah tepat, ataukah malah kurang tinggi kenaikannya?
