REPUBLIKA.CO.ID, JAKARTA — Menteri Koordinator Bidang Kemaritiman Rizal Ramli meminta penerapan sistem token pulsa listrik dikaji lantaran ketersediaan yang minim dan harga yang yang lebih mahal karena biaya administrasi. “Saat mereka beli pulsa Rp 100 ribu, listriknya hanya Rp 73 ribu. Kejam sekali itu 27 persen disedot oleh provider yang setengah mafia,” katanya di Jakarta, Senin (7/9).

Mantan Ketua Tim Reformasi Tata Kelola Migas Faisal Basri menepis tudingan itu. “Saya terkaget-kaget membaca berita di Kompas.com: “Rizal Ramli Sebut Ada “Provider” Setengah Mafia di Pulsa Listrik,” katanya melalui akun blognya di Faisalbasri01.wordpress.com. Faisal memberikan ulasannya. “Entah dari mana angka Rp 73.000 itu,” katanya.

Mari kita telusuri.

Tarif listrik 1.300 VA untuk golongan R1-1.300 VA Rp 1.352 per kWh.

Jika pelanggan golongan R1-1.300 VA membeli token (prabayar) Rp 100.000, berapa kWh yang didapat?

Pelanggan harus membayar ongkos administrasi bank, kalau menggunakan BCA besarnya Rp 3.000. Jadi sisa uang untuk membeli listrik Rp 97.000.

Pelanggan juga harus membayar pajak penerangan jalan (PPJ) sebesar 2,4 persen (untuk Jakarta) dari jumlah kWh yang dibayar. Jadi PLN hanya menerima Rp 97.000/1,024 = Rp 94.726.

Jumlah kWh yang didapat pelanggan = Rp 94.726/Rp 1.352 = 70 kWh.

Jadi uang pelangan hanya susut 5,3 persen untuk biaya administrasi bank dan PPJ, bukan 27 persen seperti yang ditengarai oleh Pak Menko disedot mafia.

Dari hitung-hitungan di atas, agaknya tak ada pihak lain (mafia atau setengah mafia) yang menikmati uang pelanggan prabayar. (Baca: Rizal Ramli: Token Listrik Itu Kejam Sekali, Providernya Setengah Mafia)

Anehnya, mengapa Dirjen Kelistrikan dan Dirut PLN yang hadir pada pertemuan dengan Pak Menko diam saja?

Faisal Basri was educated at the Faculty of Economics of the University of Indonesia where he received his BA in 1985 and graduated with an MA in economics from Vanderbilt University, USA, in 1988.
