Sumbangan Devisa dari Turis

Dalam keadaan rupiah tertekan, ada baiknya kita mengidentifikasi kegiatan-kegiatan yang memberikan sumbangan positif bagi devisa negara. Salah satu penyumbang adalah sektor turisme.

Selama lima tahun terakhir, turis mancanegara menyumbang 7,2 miliar dollar AS rata-rata setahun. Sumbangan tertinggi terjadi tahun 2012, yaitu sebesar 8,3 miliar dollar AS. Tahun 2013 ini diharapkan meningkat walaupun diperkirakan masih di bawah 9 miliar dollar AS.

Ternyata warga Indonesia yang ke luar negeri juga mengalami peningkatan belanja. Selama 2008-2012 warga Indonesia membelanjakan sebesar 6 miliar dollar AS atau 84 persen dari rata-rata pengeluaran turis mancanegara yang datang ke Indonesia.

Surplus sektor travel (ekspor dikurangi impor) di neraca pembayaran cenderung turun. Pada tahun 2008 surplus tercatat sebesar 1,8 miliar dollar AS, lalu turun menjadi 1,7 miliar dollar AS pada tahun 2011 dan turun lagi menjadi 1,6 miliar dollar AS pada tahun 2012.

Rata-rata pengeluaran turis mancanegara menunjukkan penurunan, dari 1,147 pada tahun 2008 menjadi 1.027 pada tahun 2011 dan 2012. Penurunan juga terjadi untuk pelancong Indonesia ke luar negeri.

Sumbangan turis mancanegara bagi pundi-pundi devisa negara diharapkan meningkat. Daya tarik kita luar biasa, tetapi sayangnya jumlah turis yang datang ke Indonesia masih kalah jauh dibandingkan dengan yang datang ke Thailand dan Malaysia.

Faisal Basri is currently senior lecturer at the Faculty of Economics, University of Indonesia and Chief of Advisory Board of Indonesia Research & Strategic Analysis (IRSA). His area of expertise and discipline covers Economics, Political Economy, and Economic Development. His prior engagement includes Economic Adviser to the President of Republic of Indonesia on economic affairs (2000); Head of the Department of Economics and Development Studies, Faculty of Economics at the University of Indonesia (1995-98); and Director of Institute for Economic and Social Research at the Faculty of Economics at the University of Indonesia (1993-1995), the Commissioner of the Supervisory Commission for Business Competition (2000-2006); Rector, Perbanas Business School (1999-2003). He was the founder of the National Mandate Party where he was served in the Party as the first Secretary General and then the Deputy Chairman responsible for research and development. He quit the Party in January 2001. He has actively been involved in several NGOs, among others is The Indonesian Movement. Faisal Basri was educated at the Faculty of Economics of the University of Indonesia where he received his BA in 1985 and graduated with an MA in economics from Vanderbilt University, USA, in 1988.
